What is a Short-Term Rental (STR)?
An STR is a dwelling unit, including any accessory guest house on the same property, that is offered for rent on a day-to-day basis for no more than 30 consecutive nights.
Do I need a license to rent out my property as an STR?
An STR license is required for all properties that are rented out on a short-term basis.
What is a Hosted Unit?
A hosted unit is a dwelling unit where the property owner or their tenant occupies the dwelling unit and offers a portion of the dwelling unit for short term rental while remaining on-site. This is considered a Class 1-Owner Occupied Unit and you must sign an owner-occupied affidavit and provide documentation that you reside at least 255 days per year at that residence as your primary residence.
Do I need any other type of licensee or permit to short term rent my unit?
A business license is NOT required in addition to the short-term rental license. IF you are wanting to rent our more than one license on a single parcel then you will first need to contact the administrative services adminservices@leadville-co.gov to start a conditional use permit or CUP process. This is required for any Class 1 Owner-Occupied units wanting two or more licenses on a single parcel or for any Class 2 Non-Owner-Occupied units wanting to rent three or more licensees on a single parcel. Please note a Class 2 Non-Owner-Occupied unit can NOT apply for two licenses. The options are for 1 license or for 3 or more with an approved conditional use permit.
Leadville Accommodations Tax
The new Accommodations Tax went into effect January 1, 2022, and replaces last year's need to have a State and Lake County Sales Tax License. This year, and moving forward, all property owners of all lodging establishments within the city limits of Leadville will need to remit the 4.92% Accommodations Tax through their business portal on GovOS. This tax should not be remitted to the State of Colorado. The City does not have a contract with any third-party booking organizations (such as Airbnb, VRBO) so they will collect no tax.
Is a property inspection required?
Yes. A property safety check inspection is required as part of the STR licensing process. You will need to schedule the safety check with the Fire Marshal and have that signed safety check as part of your documentation to apply for a new STR license. STR renewal applications require a property safety check with the Fire Marshal every fourth year. You will also sign the safety check affidavit as the owner or property manager of a STR license property.
What fees are required for the STR license?
A new or initial STR license is $325.00 for both a Class 1 Owner-Occupied or a Class 2 Non-Owner-Occupied license and is required for each license.
Is there a fee for changing a contact person?
No there is not a fee.
How many guests can stay in a STR?
The maximum number of occupants that can stay overnight in STR properties is two (2) persons per sleeping area plus an additional two (2) persons.
Is there a Cap on STR Licenses?
City Council adopted a 12% cap on ALL Class 2 licenses and for all Class 1 licenses that receive a conditional use permit to rent more then one STR on a single parcel. This will be evaluated annually and more licenses will become available in accordance to the code adoption and review of total housing units annually.

How do I close my account?
To close your account, please email the City of Leadville at adminservices@leadville-co.gov. Please include the account number, owner name, closure date (i.e. date of sale) and the reason you are closing the account (i.e. no longer short-term renting).
Can I manage multiple properties with one login?
Yes - to do so, click Add accounts from your user login under Manage Your Account(s). You will need your 6 digit Account Number and the GovOS Activation Code to connect to an existing property record.
Can a property have more than one user?
Yes, each property can have an unlimited number of users. Each user is required to provide the 6-digit Account Number and the GovOS Activation code to be authorized to connect to an existing property record. Please keep in mind that only property owners are authorized to submit applications for licensing.
I did not receive or I misplaced the letter with my activation code. What do I do?

What payment types are accepted by the City of Leadville through GovOS?
The City of Leadville accepts major credit cards or an ACH check through GovOS.
Can I schedule a payment in GovOS?
For your security, GovOS does not store any payment information in the system. You will need to enter your desired payment information each time you check out.
How do I change the User on a Property?
All users need to register, just as you did, by going to the home page for that jurisdiction (i.e. https://leadville.munirevs.com/). They will click on the "New user? Register here!" button under "Log In". They will also need the 6-digit account number and Activation Code for the property.
I forgot my password. What do I do?
From the Log In page, click the "Forgot your password" link and follow the instructions that will be e-mailed to the User's registered e-mail address.
Do I have to login to GovOS to see my alerts and reminders?
No. All alerts are e-mailed to your authenticated e-mail address. When you login to the system, you will also see any open alerts that need to be addressed in your Action Center.
